Manhattan’s Community Board 6 retained BFJ to assist in the preparation of its 197-a Plan. Under the New York City Charter, Community Boards are empowered to develop a 197-a Plan that, once adopted by the City Council, serves as “a policy to guide subsequent actions by city agencies.” The CB6 plan focuses on the highly developed area along the East River between 14th Street and 59th Street, which is the focus of several major projects, including the Second Avenue subway, FDR Highway reconstruction, the United Nation's building expansion and the redevelopment of the Con Edison site on First Avenue. Completion of an East River waterfront esplanade is a key component of the 197-a Plan, which provides a comprehensive vision for open space, historic preservation and urban design.
